Notice
NRS 116.31083 requires the board to meet at least once every quarter and to give owners notice of each meeting - with the agenda - in advance. The notice must tell you where and when, and must include a clear statement that owners may comment.
Your right to speak
Owners are entitled to comment on items on the agenda and, at a designated period, on any matter affecting the community. The board may set reasonable time limits, but it may not eliminate owner comment.
Executive (closed) session
NRS 116.31085 limits what the board may discuss in closed session: consultation with counsel, personnel matters, and the specific alleged violation and fine hearing of an individual owner (who has a right to attend their own hearing). Adopting a fine schedule or a budget is not a closed-session item.
Minutes
Minutes must be available to owners within a set period after the meeting, and must record the substance of what was decided.
How to make it count
- Put your comment in writing and ask that it be attached to the minutes.
- Ask one clear question and ask for a written answer by a date.
- Bring a neighbor. Attendance is noticed.
